Set up in August 1982, China International Engineering Consulting Corp. (CIECC) is one of the earliest consulting companies in China, and the largest intelligence service organisation with a comparatively solid comprehensive strength in the country. Since its establishment, especially the last decade, CIECC has played a fairly important role as an advisor to the central government in the decision-making and execution of key state construction projects, producing great influences in the investment and construction sectors at home. It has also carried out extensive cooperations and exchange with many internationally famous consulting institutions, winning high reputation among its counterparts over the world.

From the date of its establishment to the end of Mar. 2001, CIECC has completed more than 4,200 consulting projects of various kinds entrusted by the governmental departments under State Council, local governmental organisations of different levels, enterprises, banking institutions, as well as other foreign clients. The total amount of investment involved in these consulting projects has reached 5,500 billion RMBYuan.

CIECC has been involved in providing consulting services for such nationally famed major projects as the re-organisation of China Telecom, water diversion from the south to the north, gas transmission from the west to the east, power transmission from the west to the east, the rail line on the Qinghai-Tibet Plateau, National Grand Theatre, Grain depots under the central government.

CIECC is capable of providing the following services:

Consulting services for infrastructure projects of industry, agriculture, forestry, urban construction, public interests and high & new-tech in their preliminary stage;

Consulting services for the whole process or single item of the above projects during their implementation stage, such as engineering design, site selection, equipment procurement, environmental assessment, engineering bidding, contract negotiation, construction supervision, personnel training and commissioning;

Special studies in the fields of engineering construction, industrial structure, industry development, product development and project distribution in national economic construction; Consulting services for regional economic and social development plans; Consulting services related to investment, construction and enterprise operations such as market research, policy consulting, investment consulting, financial planning, enterprise diagnosis and management consulting, technical transformation consulting, information service and computer-aided management system development.

CIECC also conducts economic and technical cooperation with foreign countries and undertakes overseas engineering projects; organises equipment and material exports for contracted project, dispatches contract technicians and workers overseas, and establishes non-trade enterprises abroad; offers consultancy or agency for domestic clients overseas investments; offers information consulting for foreign clients in China and work as intermediary for the investment cooperation between Chinese and foreign enterprises and for import of technologies and equipment.
