CHELBI Engineering Consultants, Inc. is one of the first joint-venture consulting companies established in China. Founded in 1984 by Louis Berger International, Inc. of the USA and the Highway Planning and Design Institute (HPDI) of China's Ministry of Communications (MOC), CHELBI is now the largest, top level joint-venture engineering consulting firm in China. CHELBI holds a Category A Survey & Design License issued by the Ministry of Construction and a Category A Engineering Consulting License issued by the State Development Planning Commission.

Louis Berger International, Inc. (LBII) is one of the largest consulting firms in the world specializing in transportation. The Highway Planning and Design Institute (HPDI) of MOC, the central design unit for China, is directly under the administration of the Ministry. The Institute has over 40 years of valuable experience in planning and design, and its designs have received worldwide recognition. As an independent enterprise, CHELBI combines the extensive experience of HPDI's planning and design practice with LBII's advanced technology and management expertise. It has became a modernized consulting enterprise with its characteristics.

CHELBI has been registered with the World Bank and the Asian Development Bank since the middle of the 1980s.
